Our business plan 2023‑2028


We are currently developing our business plan for the five-year period from 2023 to 2028. This time period relates to a price control period known as RIIO-ED2 (or ED2) and is part of the framework in which we are regulated by the government’s regulator, Ofgem.

We want to hear from you, our customers and stakeholders People and groups with an interest in our operations as the region’s electricity distribution network operator. This includes customers, local authorities and installers of low carbon technology , about our plans to keep delivering safe and reliable power, keep network related charges low and support new technology to deliver a greener energy future.

We will be submitting a draft plan in July 2021 ahead of a final plan to Ofgem, in December 2021.

Our plan will set out what we propose to deliver for our customers through to 2028, what we will deliver (our outputs) together with what we will need to charge for the services we provide to ensure we can support the current and future needs of our customers.

We have been talking with you over the past 18 months to understand your needs. In August 2020 we shared our Emerging Thinking document with you that fed back what we heard from those conversations and invited feedback as we started the next phase of our planning process, narrowing in on specific proposals.

We wanted to understand your priorities and preferences across all parts of our business, focusing on key choices from decarbonising the energy system to connecting new customers to our network. Your feedback has helped to shape our plan.

We are now at the next stage and would like to share our outline proposals with you to confirm if you agree with our approach.

This interactive website has all the key information you need to know about each part of our business plan, to help you understand the choices we have made based on your feedback to date and to share your opinion on those choices.

You can also explore our thinking in more detail in the two documents above. The first provides an overview of our vision for the future, what we see as the key priorities and the big questions to be answered as we build our plan for 2023-2028. The second contains more detailed, supporting information for each aspect of our plan such as what we’ve done so far in our current price control period (ED1) and how we see things shaping up for ED2.

Storage of data

We will store the data you enter temporarily on this site until you’re ready to submit it; this means you don’t have to answer all of the questions in one sitting, you can come back another day and pick up where you left off. When we close the survey we will collect any unsubmitted data for analysis.

We will use any feedback you provide as a result of visiting this site for the purpose of informing our thinking in respect of the development of our business plan for the regulatory price control period that will run from April 2023 to March 2028.
